Strategic partnerships
between education and training providers and the workplace is critical to the
development of any country including Samoa. With rapid changes and increasing
complexity of workplace requirements, this meeting of key stakeholders is vital.
The measure of success for training providers and students is no longer the graduation
ceremony but whether graduates are employable and whether they meet the needs
and expectations of the workplace. It is essential that education and training
is therefore relevant and linked to
employment.
The Samoa
Qualifications Authority provides support for this through policy advice and
regulatory powers to quality assure
and coordinate post school education and training. A key part of SQA quality
assurance involves employers ensuring that formal training and study programmes
produce graduates with skills and knowledge that match their future careers.
Introduction of quality assurance for local workplace training and assessment
will also enable years of service and experience to be recognized officially
without formal classroom learning.
National Competency Standards enable these processes to be implemented
by registered workplace assessors with fairness and credibility on a national
and international level. Samoan qualifications
recognized locally and internationally for gainful employment and further
studies beyond our shores is also important.

again as stakeholders and partners in our joint effort to improve post school
education and training to meet the workplace and development needs of Samoa.
Your presence is evidence of your commitment and contribution to national
development. I also thank our development partners who continue to assist with resourcing of programme delivery, access for vulnerable students,
upgrading of staff to meet professional teaching
standards and fulfill SQA Quality Assurance requirements.
